The relationship between the board and the superintendent is based upon the understanding of the governance roles that the board and superintendent fulfill.  A mutual understanding of the roles and responsibilities will provide a foundation to promote a district culture focused on effective governance.

In order to establish a good board - superintendent relationship, it is accurate to suggest that the most important factor is communication.  Without continuous, frequent and open communication it is difficult to successfully build a leadership team.  A foundation for effective communication is evaluation - the evaluation of the superintendent and evaluation of the board.
