BYLAWS

The Legislation Committee of the Nebraska Association of School Boards (NASB) exists to formulate and advance the legislative goals and positions for the NASB member organizations.

The Legislation Committee shall be composed of not more than 31 members. Three members shall be the President, President-Elect, and Vice President. The Chair of the Committee shall be the President-Elect. The NASB President shall appoint between four and eight additional board members to serve a one-year term. The NASB Board of Directors must vote to approve the appointments of the President. Twenty members shall be members of NASB school boards or ESUs. The Legislation Committee shall receive, consider, and act upon legislative resolution and position statement proposals submitted to it by member boards, staff, officers, and directors. Any proposal may be amended by action of the Legislation Committee, but no proposal shall advance from the Legislation Committee to the Board of Directors except on an affirmative vote of two-thirds of those members present and voting. The Legislation Committee shall also meet to provide advice, instructions, and interpretations of legislative resolutions to staff for use in legislative relations activities. Student population will be used as a guide to group the 20 elected or appointed Legislation Committee seats. NASB Board of Directors may, by resolution, make adjustments to the Legislation Committee seats as necessary based on enrollment changes.

All terms shall commence on at the end of the annual Delegate Assembly. Beginning at the end of annual delegate assembly in November, all Legislation Committee members from even numbered seats shall begin a four-year term, including members elected in the current election cycle and those who were not just elected, and will serve four-year terms thereafter. All Legislation Committee members from odd numbered seats shall begin a two-year term starting on at the end of the annual delegate assembly in November, including those that were elected in the current cycle and those that were not, and will serve four-year terms thereafter.

The President-Elect shall serve as Chair of the Legislation Committee. NASB member Educational Service Unit boards shall have one member of the Legislation Committee and an alternate from board members from member ESUs. The process the Educational Service Units use to elect or appoint its member and alternate shall be developed by the NASB Board of Directors.
